Appointment of CEO
We are pleased to announce the appointment of Mr Keeve Chan as the new Chief Executive Officer (CEO) of POLWEL Co-operative Society Limited (POLWEL), effective 1 June 2025.
Keeve joined POLWEL in 2010 and took over leadership of the organisation as Chief Operating Officer (COO) since 2021. Over the past 15 years, Keeve has held several key positions and played a pivotal role in POLWEL’s business growth to foster a high-performance culture anchored in our IMPACT core values. Under his leadership, Keeve has steered POLWEL through a period of strong business growth and strategic transformation, amidst the challenges of an evolving business world.

As the police welfare co-operative and business arm of the Singapore Police Force’s institutional fund – Police Central Welfare Fund (PCWF), POLWEL has remained steadfast in our mission to serve and support the welfare of over 18,000 members. Since our humble beginnings in 1992, we have grown from strength to strength to expand our service offerings, deepen our social impact and embrace innovation to better serve our members, stakeholders and the community.
At the heart of everything we do lies our commitment to our core values, IMPACT – Integrity, Modern, Professionalism, Accountability, Care and Tenacity. Whether it is providing accessible loans to our members, supporting government agencies with specialised manpower solutions, or offering professional development training opportunities, we strive to be a trusted partner in our stakeholders’ journey.
In recent years, we have launched new initiatives, such as integrating Environmental, Social, Governance (ESG) principles into our business operations for sustainable growth and align ourselves with the mantra of ‘Do well and do good’.
Looking ahead, POLWEL remains committed to the evolving needs of our members and stakeholders while upholding the values that define us. We will continue building a stronger and impactful co-operative for all.
